DiRT Rally crashes before splash screen

I have played Rally for about 40 hours on Steam, and recently made the change from an i5-6400 to the Ryzen 5 1600. So far, great processor. There is just one problem though. Ever since I got my new processor Rally fails to get to the splash screen with the game title/logo. I have re verified the cache through Steam, reinstalled it, asked on Steam fourms, the r/PCMasterRace, r/DiRT, and r/AMD for help and got no where on those, so this is my last option. This has made me beyond angry and I really, really want to play this game. I just haven't seen any issues like this so I can fix it. If anyone has anything to do besides verify cache and reinstalling, please tell me. I have been told on one of the Subreddits that my game file is corrupted, but I don't think it was because I haven't changed storage drives in my transition.

Storage (where the game is located): 4TB 5400RPM
