A fresh clean install,...no image or clone of windows 10 would be inorder. Do not have any other usb devices connected except mouse and keyboard during the install.
Did the stuttering start after the windows 10 update? If yes turn off Game modes!
Delete the My Documents\My Games\Dirt Rally folder.
Start DR and do not touch any input device,...let it play the intro video. Once it's back to the welcome screen press enter on your G25 and exit the game. Restart DR.

With everything connected, delete the My Documents\My Games\Dirt Rally folder. Start DR and it should redetect all your hardware. Are you using the latest video card drivers?
