If you do a Google search on: windows 10 stuttering games, you will see where the issue came from and what fixes are available.
There were a lot of complaints of stutter on D4 release but they went away over time.
Just to cover all the bases:
Fresh install of Windows?
Latest chip set, video card, SSD, LGS drivers.
Also check the xbox settings to make sure DVR is turned off.…
This seems to work well.
In Nvidia Profile Inspector, Select Dirt 4 from the drop down menu, SLi header, set Number of GPUs to "FOUR" and Power Management Mode to "Performace", Apply. That's it
Set in game graphics to atleast "HIGH"
From reading Dirt 4 benchmarks online the game has definitely been optimized for AMD GPUs,...or Nvidia needs to take a good look at their drivers. This includes SLi configurations where only one GPU is maxed out! It is NOT CPU dependent.
So, I reinstalled Windows 7 on my pc and tried the game again, buttery smooth with my usb wheel plugged in. So I assume the problem is some combination of Windows 10 and usb. I think I'll try installing an older version of Windo…
