I seem to have the same problem or a similar problem. Suddenly a few days ago in multiplayer the game dropped from running 50-100fps to an unplayable 6-10fps in multiplayer mode. As soon as I join a lobby FPS drops and the game lags as well, so apart from getting dizzy from the slow fps it screws with your track position and timing which makes it totally unplayable. I didn't reinstall Windows, but tried a lot of settings changes (drastiscally lowering resolution doesn't do anything) checked if no other processes are interfering.. internet connection is fine, no issues there. Hopefully Codemasters can find a solution.
Avoiding multiplayer currently, to my surprise time trail has no issues at all running at the FPS I'm used to.

I have the exact same problem! I hope someone at Codemasters can reach out to us and assist to resolve this. I play with a T150 wheel via Steam, the game only has been laggy due to too demanding graphics settings and I couldn't start from the grid at the beginning of a race because the clutch button on my wheel was accidentally programmed for two different actions. Both fixed now. Only reasons I can think of that might have caused this.

Thanks. Not that I was aware of at least: clean install, no mods. Perhaps it was a bug in sys detecting something else it mistaking it for a mod. It was resolved suddenly later that week, should've updated here.. was probably distracted playing.
