i updated my BIOS and other firmware recommended by Lenovo, Also updated the graphics driver as recommended by IDSA.
i haven't updated W10 yet, but the issue is still present.

-- There is consistent lag while playing the game. the issue started on 08-24-2020 after patch 1.08 got installed through steam.
-- there is lag even while navigating the menu
-- sometime the input key has to be typed twice for the input to register
-- the game was running fine before 08-24

-- PC (Core i7 8665U + 16G Ram + 8G Intel UHD Graphics 620)
3. What version of the game you are using (Shown on the start screen in the bottom left corner of the screen)
-- 1.08
4. Game-mode
-- tried both online and offline
5. What are your replication numbers? Minimum test attempts are 4. Please also add EXACT replication steps for us to try too.
-- Happens every time I play the game. have tried more than 10 times , same issue
6. What troubleshooting have you attempted? Please always try to attempt to fix the issue
-- set graphics options in Ultra-Low mode
-- set windows priority for the game to real time
-- clean booted the PC
-- uninstall the game and re-download , re-install again using steam
-- installed 2019 game to make sure its not the PC issue, and the 2019 game runs just fine. no lag whatsever even in higher resolution
-- tried with directx11
-- dxdiag , screenshots of the settings and video sample attached.
7. What peripherals are you are using (gamepad, wheel make & model etc)
-- CSL ELITE wheel + pedals
8. Any screenshots or video of the issue? If the video is long, please include a timestamp for when the issue appears.
Appreciate any input you can provide to fix this issue.
Lag playing the game after 1.08 update

"Might be worthwhile deleting the hardware_settings_config.xml and letting the game decide"
AND THAT WAS IT !!
deleting the file solved the problem.
Really appreciate your help!!
would you mind explaining what might have possibly caused the problem? is it some change in my hardware?
One that i did forget to mention was the addition of load cell paddle, that was the only recent hardware change.
