ToCA Race Driver 1 - how to install it if the installer on the CD-ROM fails (e.g. on Win8.1 64bit)

Hey. Trying to install TOCA 1 but I'm very confused at step 4. I get the message: cannot import ToCARD1.reg the file is not a registry script. You can only import binary files from within the registry editor. Thanks in advance.
