Quick answer is give that a try. You can back the game up from Steam if it's quicker than redownloading.

I would uninstall eset and use Windows Defender security. 3rd party AV in W10 is unnecessary.
The BIOS update is significant as is the sound and probably removing the WiFi card. The ASMedia driver set is also problematic.
CodeMeter.exe can you block that from running? (Dongle software?)

I would try other game modes. If the other modes work OK then it is probably related to the save.
OR there are a few more options. Are you playing in an Administrator account (NOT Standard account with Game shortcut elevated)?
Do you have Protected Folder Access enabled in Windows Security (disable if so)?

(There is a bit of a rabbit warren about the monitor firmware needing an upgrade to v2, but it looks like it needs hardware or a return to Benq, probably out of window now though)

Agree with your statement fully though. Although speaking of clashes, just seen footage of the Hanoi track (looks like a flatter sterile Mexico), the racing line goes directly through the pit exit white line, can see a lot of clashes happening right there lol

I've just got the DD1 but having to use T3PA pedals whilst waiting for Fanatec. Pedals have a Bodnar USB converter and plugged into a USB C hub, wheel direct into laptop. Previously had TM T150.
Wheel just doesn't feel right. In High torque mode on a straight at speed, violent oscillations build up with wheel turning +/- 90 degrees very quickly - hands off rim. In Low torque there is strong self centering such that trying to apply gentle or constant steering angle, eg Monaco tunnel, the wheel is trying to snap back to centre.
Wheel and game settings recommended by other Fanatec users and are generally low to mid range.
I don't think it should be like this!!
So wondering if I have a major interference problem with:
Using USB C hub for pedals?
USB converter on pedals?
Laptop limitations - lowish frame rate conflict with FFB?
Etc, etc

I would question the wisdom of using USB C and especially a hub. Even USB 3.0 (and C is usually 3.1, 3.2 or will possibly become 4) is not without issues and hubs powered or unpowered are generally bad. Backward compatibility is promised, real world experience says otherwise (depending on what and how is connected).
The Bodnar adapter probably uses USB 1.1 rates, most peripherals do. So I would try direct to laptop for both.
If you can set the USB options on the laptop to use USB 2.0 (may be EHCI rather than XHCI mode) and give an indication of the laptop spec or model that might be helpful or to find out what is possible. XHCI just works differently to EHCI and legacy.

I'm testing a lot of hardware and devices of different quality (been making reviews for a hardware portal where we get all kind of stuff, of different quality), which specific devices where the reason for this particular change i can't remember, but this is consumer devices, not enterprise. A solution to the problem is easier then you might think. If it's technically a problem to force use the same IP scope as the default gateway, it would be pretty easy to just verify in case of a connection error if there are two ip addresses on the card, and if so, throw a searchable error.Like I said, I'm not wanting to defend any kind of position. But, your inability to expand on the information requested makes me think it is consumer IoT ****!
So, I'm simply going to state that these things would be bad on any kind of network. Why delve into advanced configuration when you can and should just avoid any kind of device like that?
Making the game do something which on the face of it sounds basic, but isn't because it requires a little used uncommon scenario to be vetted against 1,000,001 vendors and hardware and an OS hardly renowned for it's consistency?
how many bugs go unreported because they don't crop up for a significant proportion of users? I'm glad you've sorted the issue, but I don't know what it is. Sharing is caring. 🙂

What are those devices with fixed IP?
Neither yourself nor @Redhunt has given a clue.
I’m not looking to defend any answer I’ve given, more understand why any user would own or possess this kind of device.
The question is asked because the solution potentially dips into driver and OS level scenarios that don’t get tested.
Two cards is a workaround if consumer level devices don’t support what is potentially an enterprise scenario.

Nope. It runs on a load of different kit with different settings and levels of patching.
Motherboards, controllers all have potentially differing firmware, sometimes SSDs even GFX BIOS.
CPUs have errata (see motherboard).
Oh and Nvidia are also capable of writing terrible code.
Windows is a moving target, etcetera.

Ive tried mannnny things, these are the troubleshooting steps i took, i was working with Codies support via Email but they went dark on me last week,
F1 2019 v. 1.22 I am running on a PC windows 10, intel i7 9th gen, Nvidia 2070. Thrustmaster TS-XW w/ sparco rim
I've tried in career, time trial. F1 f2 2018/ 2019 cars.
Ive never had it work to begin with so this is a problem since day 1 for me
So far this is how these are the things I've tried on the top of my head.
-I’ve updated Nvidia drivers
-updated thrustmaster drivers
-verified integrity of game files
-gone though global steam input settings (forced on, forced off, default) both DX11 and DX12
-tried all profiles in F1 controller settings for the wheel
-Uninstalled old G29 drivers and Logitech Ghub with Geek Uninstaller
- uninstalled Thrustmaster drivers and Control Panel with Geek Uninstaller
-reset, unplugged, and reinstalled Thrustmaster TS-XW with newest drivers
-unchecked all controller boxes in steam controller settings-installed F1 2018 on xbox game pass and still no FFB
-separate pedal axis is on by default but I turned it off to try....Terrible experience and still no FFB
There was this bug people on steam with G29 wheels were experiencing. Project cars 2 and changing some data in the RegEdit for the inputs. So my old wheel (g29) i thought may have been effecting my new one. But this squashed this theory by
-plugged into my other gaming comp, updated all drivers and that. G29 was never plugged into this computer, and PC2 was never installed. STILL no FFB
It does seem like there are some files in the StevieJAy69 was saying to delete. Im not super confortable deleting game files unless im sure it works.. did anything work for you?? any suggestions anyone?

No, no newer firmware. I did upload older drivers in case anyone wanted to roll back, but I'm not sure if they're really different.
Deleting the hardware_settings_config.xml file will force a redetection of the connected peripherals and game settings, that works. It's an approved CM troubleshooting step. (Do it when the game is not running).
Before doing it, I'd delete the in-game controller schemas (especially for unused hardware).
What happens when you try the FFB effects in the Thrustmaster CP? Try on F1 and Advanced Modes?

Yes you would need the Windows software. I don't know about the animation bug, in which game mode is the animation not working? Car and track might also be helpful.

Hi @kamal99 yes @GioProductions is right, F1 2019 is at the end of the patch line, but yeah this is obviously something to be tested in beta and for 2020 patch cycle as @BarryBL says. Don't give up posting, I hope you applied for the beta.

I hear you, but having the two cars in the pitlane at the same time is only due to 2 things, the team deliberately stacking (and there have been incidents like this and penalties handed out for the consequences IRL) OR driver 2 making a late unscheduled stop.
This is clearly the former situation, the AI has pitted two cars in a stack. Of course they should be penalised after the race.
Or it is an AI glitch to call the double stop? Still should be penalised, but shouldn't happen.
I think even the player is more bothered that they don't get penalised. But even IRL there are pitlanes that can accommodate a double stack whilst allowing the team behind to leave cleanly and some that clearly don't. I don't think ghosting is really the answer.
Part of it is tied in with the way cars are released from the garage onto the other cars even when supposedly the engineer waves you out. This is where the calculation should occur. Also the pit apron from each garage should be 'green' or 'empty' when the car is released from the stop.
There's a whole shed of improvements required in this area. Codemasters might want to try to be the first to properly implement full pit logic rather than the accepted norm of shoddy programming. That and the safety car working are two massive points. And track limits and collsion detection, And the physics. The audio bugs and the visuals. Oh.....

It still could be the trigger registering. Go into the control calibration and press the accelerator trigger to maximum and hit the DRS button. If there is any registration on the brake then the DRS would close.
Xbox does support keyboard as of one of the latter patches AFAIK. USB keyboard and play?
If you have a PC to borrow, plug it in and just look at the raw output of the controller as above.

I can't see any documentation that shows your Surface 3's UEFI setup. If it's anywhere, that's where you would control the USB. But some options in the UEFI are hidden, you might get [Enable/Disable] or you might get something like USB [Legacy] or [XHCI/EHCI], etc.
Remove all other connectors from the hub for troubleshooting. But hubs are not great either, is it a powered affair or passive? I'm guessing the display is plugged to it, so use just the laptop display.
