1.22 is supposed to alter the Vehicle Reflections settings from Ultra High preset = High preset.
If you can go back to the Ultra High and try turning things down to match High 1 by 1 then post a dxdiag, it might be useful to the devs to see if other settings need attention (not downgrading but some of the effects coding against different driver releases).

They do have the internet. Laser scanning can be carried out by any subcontractor with suitable equipment and the resulting data sent over.

Matchmaking requires Steam. Host is central point as connection is peer to peer. VPN is not supported for game functions due to the limitations and varying types of VPN available. VPNs can also be used to misrepresent territory or geographical location.

It is possibly desync so you will need to take the decision in the league as to who finishes where.

I just wanted to drive a car to get use to it so I went to the solo and time trials, at least that's what I think I was on, I tried to get back to it and now the game keeps rolling the 5 red lights and the opening "video" and when it gets to "Hit Any Button" screen, I hit a button and it just keeps replaying the opening startup screen... But that's not what my problem is.
My problem was when I picked a circuit to drive on and went to the car to drive it on track, I hit the accelerator, the car barely does anything, it goes like 1 MPH at best and really doesn't respond correctly, I can steer it but that's about it as it doesn't really move. When I hit the brakes, it goes into reverse and until it backs into a wall or something, in this case, I believe the accelerator was working, so I can go fast in reverse but not forward.
What am I doing wrong?
You probably need to install Logitech G-Hub and check for proper operation of the pedals and wheel before starting the game.
When you have the wheel and pedals installed in G-Hub, delete the hardware_settings_config.xml before restarting. The location of this file is in the pinned troubleshooting thread.

If your PC is connected to a TV the TV may not support other modes, especially if it is a secondary display and you have the clone option set on projection.

Which card do you actually have?
20.3.1 is the optional and 20.2.2 is the recommended for most supported AMD product lines.

Also make sure you have any gamepads disconnected. The game will read both inputs.

It seems to me that in practice and qualifying there needs to be a "no garage" stop (tyres can't be pre-selected in practice and qualifying they are always changed in the garage), if you have at least two laps of fuel you should be able to pick this option (wings would be changed with tyres depending on wing options auto, on or off).
In qualifying, you still need the "no garage option" and to be able to pre-select tyres.
In the race, everything would be dandy if the tyre options included "keep current set" or "none" with the wing change determined again by the setting (auto, on or off).
The only issue I can see is if the player either forgets to set an option in time and it ruins a session or the game ignores the requests.
Maybe the teams should be a bit more intelligent or the engineer should call "Box" in practice and qualifying when you are less than one lap at the start of Sector 3.
Also the low fuel mode should be discontinued and the car should be retired from the session if it is out of fuel and the session timer is >0:00 (unless it has made the pit lane limiter).

As for my previous statement that Civilization VI is also causing issues: not since I launched the game in DX11 instead of 12. So also software but maybe also game related. Who knows. The GPU was stressed yesterday for several hours with FurMark... so also off the hook together with the PSU.
If you lower the graphical fidelity, you should cap the frame rates also for a complete test. You'll see that being applied to other games too.

You would have been DSQ for not observing your drive-thru for overtaking under VSC (this was the three lap limit for serving).

Also if I ALT-TAB out and in, there is even more of an issue with FPS and force feedback. Then it doesn't even matter which game mode I'm in, once I tab out it is bad FPS and force feedback everywhere. So I don't do that at all.

There is a UEFI BIOS update that's quite old but is packed in a Lenovo fashion that prevents me from using my tools to update it. However, it is worth doing for the undocumented fixes. I leave it to you whether you go the CD-R or USB route.
The microcode can be updated by KB4497165 but do not worry if the update is already installed, it has supposed to have been on Windows Update since 25/02/2020.
If you could screenshot the Windows update history that would be helpful for me to see that it is in fact installing automatically (it may be offered as optional) but either way if you can show me how it is presented that would be helpful.
Other than that, the Lenovo support page is now redundant.
Realtek Audio HDA driver (please consider a donation to Station Drivers if you find these drivers work great!)
You have a C-Media based headset with it's own audio device, can you try testing with this removed or set your default audio and comms devices in Windows before running the game (deleting the hardware_settings_config.xml before launch may be helpful).
Your monitor is 1400x900 native, can you please check that is the resolution your game is running in? You can attach your hardware_settings_config.xml if you are not sure, we could do to eliminate any driver scaling.
Also, one of the faulting executables is a keygen - patched.exe I recommend you remove this software and run a full AV/AM scan - regrettably I cannot condone the use of pirated software.
Another is the Wii-U emulator cemu-copia.exe - again if you do not own the ROMs, then usage is illegal. For the same reasons, I recommend removal and a full AV/AM scan.
