I'm pretty sure Dirt 3 is already on Steam. On Steam right now it says you can buy it for $24.99. I don't know if I'm looking at it wrong but I'm pretty sure you can get it right now.

Uhm. That 3rd time is wrong on the results....? Yeah, my time for the trailblazer stage should be 2:46.215. I knew there was no way I was third lol.

I think it would be cool if they could allow some of the modding community to create their own vehicles and tracks and then these could get sent to to Codemasters for "approval" or something like that. After that they could be released in the same way as DLC is released and maybe half of the profit could go to the original creator and half could go to Codemasters. This way the creator has a financial incentive to create some really cool and original stuff and Codemasters has an incentive to go along with this since they will be losing out on money from not being able to make as much on their own DLC. I think this would be a really cool way to get a huge variety of new vehicles and tracks into the game and it also gives the modding community the ability to make some money off of their creations which I don't think they have the ability to do with any other game. I don't know if this would work at all but it would be really cool if it could.
