How do 2 players play the game both with controllers only?

I have tried but 1 player always ends up using the keyboard.

Is there a way to setup both players to use controllers?

I think the player using the keyboard needs go to settings and flick the controls to gamepad whilst sat in the car in the garage.

this should work with keyboard wheel or pad
