On Nascar 15, when in a race and you hit up or down on the Dpad, what does that do?

on the tachometer, it has an arrow and adjusts the number by .25% what is the number for? It shifts from 40% to 75% and is really irratating because I don't know what it is and the game doesn't have a manual
