Go to store 
Scroll over to games
Scroll down to new releases
Click on dirt rally
Scroll down to the packs
Click on each pack
Click on install.

The issue is with the Rally Mini, not the Escort of RallyX Mini.

It's installed, already tried reinstalling, and still nothing. I've got now the Mini fully upgraded since I've played the game, but would still like to have the extra livery and the engineer with the perk, preferably without having to delete the save and start from 0.

This is what is on my account from the Microsoft website - the Already Purchased date looks odd!!  Are we gonna have to wait until then?

Because so many people had same problem I emailed Codemasters and received the same reply as above they know about the problem and are working with Microsoft to fix it, it is expected to be sorted within 24-48 hours, which is good news. :)

Went into local 'Game' shop today and they hadn't heard that there was a problem..

UPDATE!
The problem is solved:  
1: All people redeeming the codes from now on will have them work correctly.  
2: Engineers are going to go through the people that have already redeemed the codes and grant the privileges.  This is not going to be instant, unfortunately, and we have not been given a firm time for when it should be completed.  I will chase it back up on Monday morning to find out how it has went.

I don't think so, it is a problem with the DLC entitlement system and not with the DLC file.  If you try and it works, could you post the outcome please?

The cars are still sitting in the xbox store showing nothing to download

Any news on the Xbox Store DLC? How about some free in game credits?
