Accessing setups on Steam without Steam download?

Hi all: The Steam Workshop features a ton of car setups for the PC version of DIRT Rally, which I understand is the same as the newly released console version. I would like to access those setups without installing a Steam account, as I don't play games on PC. How can I download these setups for my Xbox One copy of DIRT Rally without a Steam account? Thanks.
