"The Only Way Is Up" achievement on Xbox One (broken?)

 I was comfortably in the top tier of yesterdays Hillclimb Daily but after receiving my credits the "The Only Way Is Up" achievement (Finish in the Top Tier of a Hillclimb Daily in Online Events) never unlocked.

 

 I though this was strange as the other online event achievements unlocked as the criteria was met so I checked the achievement progress only to find that the "The Only Way Is Up" achievement was showing 2% completed !!!! Is this an error or are we to finish in the top tier 50 times?
