We did a league with 2011-2012 but the members scattered to other sims due to the fact that Codemasters didn't have a dedicated server option and when the host loses connection 70% through the race everyone's race is over.
The dynamic weather and graphics however do offer something that you won't easily find in other sims. To be hones I think Project Cars is the only thing better than F1 2016 but I prefer having the real cars and tracks for each season - which you can't have anywhere else.
I have been doing sim racing with automobilista the past 2 years - but I want tyre strategies etc.
I say let's try and get this thing started. Or at least get something in place for early next year.
Let me know what you guys think

I'm the admin for the Rest Of the World league in AFRL, we race at 6:00PM EST which is 11:00 PM GMT (UK time). Is that any good for you?

We have mainly European drivers who can't race at the normal UK times, and we also have a racer from Australia. Check us out if it's of interest :)
