Some AI not lapping in Q1

@Lozzy I've run into this issue in Q1... 8 AI drivers haven't taked part in the qualifications. Is it a bug?  

In Q2 they were back to normal and everyone have qualified.

I had this same problem.  It seems to only happen when Qualifying takes place in wet weather, and only when wet tyres are being used.  Just finished Baku and in 8 races I've had to qualify in the wet 3 times, twice on inters and once on wets, wets was when about 9 drivers didn't set a time including Vettel, Hamilton, Rosberg, Ricciardo, and a lot of other front runners.
