safety car (lapped cars problem and pit delta bug under safety car PC)

I was in the Manor on Russia (100% race), I was lapped a few laps before and the safety car came out with about 10 laps left. I was thinking I should be able to unlap myself but instead when the safety car came into the pits I lost a lot of time under blue flags. I also noticed that the lapped cars ahead of me didn't move over at the restart and at the end of the race they had like 6 penalties adding 30+ seconds to their times.

I think that the vsc should be out more and in other sessions to mix things up in qualifying for example.

Also when the safety car came out I went into the pits and when I came back out the delta time was gone and I could drive as fast as I could without being penalised.

That last bit is needed to catch up to the safety car as its too fast
