VSC Delta needs fixing badly

so the VSC delta is broken online some players can go faster than others which makes VSC pointless, codies plz fix this in a upcoming patch may aswell remove it completely if it doesnt work

Same thing with single player but with me and not the AI, I can pretty much drive as fast as I can and gain a lot of time because the delta is messed up.
