Graphics settings stucked at highest

The game crashed into windows and since then the graphics settings were set to maxium what I believe. I could previously run the game in high settings but now its unplayble (low fps). Any changes in Options menu to graphics setting Does Nothing, I have updated ndivia drivers, reinstalled game etc but the problem persist. Save game problem? Where I can find the file?
