Baffled

Are the r&d programme times car and upgrade specific or general based on difficulty?  on quali pace, my delta is shooting into the red as I cross the line, a tenth down by the firs breaking zone... I was -.200 entering the final straight at Sakhir, by the time i got to final corner I was +.250 which is impossoble to make up.

McLaren, PS4, Pad, no assists

If you are losing time in the straights you either are not getting good traction and speed coming out of the previous corner, have too much wing, or not opening the DRS if applicable.

of those it could only be wing,  but still the setup you choose should reflect on the objectives, if i want a heavy downforce car because it won't corner otherwise than that shouldn't penalise the r&d.

The fact is that you are to slow with the heavy downforce, that's why you are failing the delta time. It isn't adjusted to your setup, that would be ridiculous. It's adjusted to the car/track/difficulty, and maybe your r&d progress, but not every individual setup.

Also with heavy setup you might lose some time on the straights (like it should) but you will make it up in the corners. Resulting in you passing the overall test.

I am baffled too.  In fact I am frustrated with the game in its current state.  I appreciate the improvements that came with the patches so far, but the game remains fundamentally broken in career mode.  I drive with no assists and in the first race at Oz I find it impossible to achieve the requisite tyre management and qualification pace programme results.  As far as I am concerned this is something that needs patching - the difficulty is not scaled correctly.  On Pro Career with Ultra AI they are ridiculously quick in Australia.  In my opinion the AI all have full traction control, making competition impossible, especially in the wet.

Agreed, and as I said I'm making time up in the corners, but to be over a tenth down while going past the starting line is ridiculous, and loosing 2-3 tenths between corners is very hard to make up in one final corner, esspecially once I'm then again loosing time till the finish line.

I don't even appreciate the patches like you said game is fundamentally flawed, barely pulled a lap out of my ass to qualify p11, went to sleep, woke up and was 19th on the grid!!! Re the AI when playing with no assists, I just had ALO do 30 laps on the softs when all I could manage was 14 and front left was at 70% ware (even accounting for me being heavier on the tyres thats quite remarkable by ALO).....Patches to improve the experience are good but the patches they are releasing are to make the game work from being broken to being sellable.
