Increasingly low FPS and stuttering

A while ago while I was playing DiRT Rally I noticed that my game couldn't run 60 FPS anymore, it just started increasingly lose FPS over a few minutes going down to a 15-20 fps and stuttering. A week or two before that when I played I had no problems with the performance of the game and it ran just fine. Now it has just become unplayable. And to make it a little more detailed, the game starts normally, goes normally on 60 fps for a while and then when I go to benchmark or a race of any kind the performance just drops to the 15-20 fps mark in about 2 minutes. And when I go back to the menu the fps doesn't stabilize it stays at 15-20 fps in the menus too. I have tried disabling logitech profiler, unplugging my steering wheel and changing the settings from Ultra to Ultra Low with no changes in performance.

Windows 7, I7-2600, GTX960 2G, 8GB DDR3: 60FPS with everything at high.
Windows 7, I7-6700, GTX960 2G, 16GB DDR4: 60FPS with everything at high, some settings at ultra.
Maybe Windows 10 is still creating problems with Nv drivers? Geforce Experience is installed?

It might be that or that my steering wheel (Logitech MOMO) is making all of these performance problems. But the funny thing is that the game worked before the latest patch just fine for me.

I fixed the problem by using the guide for stuttering for G27 posted here: http://forums.codemasters.com/discussion/38671/potential-stutter-fix-steam-compatibility-mode
Just that I couldn't find any steam.exe registry keys, I just deleted the DiRT Rally ones.
