They did state that you'll get puddles in the holes/ruts on worn surface in rainy conditions.  They have also stated that track degradation affects grip levels as well as the track shape, so that answers the sealed surface question.
If the water effects carry over from dirt 4 it could make this quite challenging. The puddles on the edges of stages could really catch you out by pulling you to one side.

DiRT 4 was best on those 'drying' stages, with puddles everywhere and fresh sunshine coming through the trees. Never quite understood, why that was only in scripted stages and not an option to choose for custom events.

Jon Armstrong answered a bunch of questions on his Instagram, and the spiciest bit of news was his intentionally vague answer about WRC cars... 

Its probably not gonna be current generation cars, but it seems like there will be more older cars. I hope the Citroen C4 comes back.

a) nice official Fiat livery - makes me think the numbers on cars may not be editable in the same way as D4, although I can't remember how 'famous' liveries worked in that game
b) no competition livery on the Alpine
c) the USA mystery continues. It's not tarmac (Spain specifically mentioned), but there is a 'mixed surface' event (which may not be connected)
d) "lots of" new rallycross cars, make of that what you will
e) mention of multiple Subarus. Also, the Impreza from '95 does say "1995" in the car name...

In the confirmed car thread.

Looks like the Peugeot 208, Subaru WRX STI (gen unknown) and Renault Megane RS RX are all in the rallycross class. 

I am surprised to see the Subaru given that it hasn't appeared in World RX this year. Bryntesson and Chicheret shown in cars they have never driven, but I guess assigning the correct drivers to the correct cars is a detail that is yet to follow?

Agreed. It's my assumption (perhaps wrongly) that if the game is to accurately reflect the 2018 Championship it won't include the Focus RS RX: the Megane would nicely fill that gap...

...that said, if the Subaru is in there then perhaps that is indicative that they are not strictly adhering to the 2018 entry lists and we will see the Focus return.
