[Bug? + Fix] FPS drop / Stuttering due to game locking CPU at max freq and causing overheat.

Whenever I play Dirt Rally, my CPU clock freq. is locked at the turbo range (3.2GHz) even though the game is only using 20% of it.

After a few stages it overheats and for safety the CPU cuts the freq to 1/4 of it for a few seconds, repeating the cycle ad eternum and causing a continuous FPS drop that gets worse with time.

The FPS smoothly drops from constant ~89 to as low as ~17 on average, making it unplayable. Graphic settings does not prevents the drop, only changes the FPS base. On Ultra-Low it drops from 200 to 40.

I believe it should not be like that because other more CPU demanding games doesn't causes this on the CPU and if I limit the CPU freq. to 1.9GHz it completely solves the problem without affecting the game performance. The FPS goes back to 80+ and the game uses 35% of the CPU.

I think it might be a bug and might also be the cause of lag to a lot of people.

Below on the "Steps to reproduce" I put the solution I've been using.

It's a laptop HP OMEN.
CPU: Intel Core i7-6700HQ 2.6GHz (Turbo 3.5GHz)
GPU: NVidia GTX965M
Mem: 8GB Ram
Two SSDs.

---Steps to reproduce:
Get a system that cannot handle the CPU temperature at full clock speed (generally laptops).
Setup a FPS/temperature/CPU clock and play with any car, on any stage, and watch the FPS dropping and clock freq. being cut as soon as temperature reaches a certain threshold. (~90°C at my case)
Limit the max CPU freq to ~75% at Windows power settings and it works perfectly fine. (35% CPU usage, temperature not higher then 62°C)

Happens on all of them.

---How long was your current session?
Depending on the graphic settings it would happen faster or slower. Generally around 20-30min. If playing on Ultra-Low it would take longer for the CPU to overheat.

---Which graphics preset were you using?
Tried many, all of them works perfectly until CPU overheats. It is not related to graphics.
