Seriously... what am I doing wrong?

Real talk.  I'm pretty good (or at least not bad) at Dirt, swear.  I've played every game in the series.  Unless I'm having a bad day, I'm top tier in most daily challenges, and I've even cracked double digits (top 100) on multiple occasions.  I tweak car setups, I apply throttle judiciously, I understand weight transfer.  SO WHY CAN'T I WIN A GODDAMN RALLY IN THE CHAMPIONSHIP?

Seriously... what am I doing wrong?  A podium finish is the norm, but the first place driver blows me out of the water no matter what I do on every round except for Germany, at every difficulty except for Open and (sometimes) Clubman.  Is this a setup thing?  A technique thing?  Seriously, I'd like to knock the single player campaign out before getting Dirt 4, but I'd like to win a few while I'm at it!  HELP!

For reference, my usual setup tweaks go as follows:  gear ratios way down (too tall for most stages with most cars), ride height lower, and I'll counter oversteer in RWD cars through a combination of loosening the rear diff (especially preload) and the rear anti-roll bar.

Or is a 2nd/3rd place finish every time just my fate?

It's a practise thing, really. The first driver is always the same speed, no matter what difficulty, it's a design choice of the game.
I have 350 h played in Dirt Rally and by now I regularly beat the AI 10+ seconds (even with default setups), it's definitely possible to beat them. When I started playing though, I came in 3rd or 4th most times. It really just needs a lot of practise driving.

Only advice maybe: Try sticking to one car only and practise with that, where is the absolute limit for corners and everything. If you master one car, mastering the others will come faster afterwards

Have you tried going with default setups? :D I think it's primarily a technique thing. I use defaut setups and on most track/car combos I can beat the Masters AI (I do struggle with the modern cars a bit). When messing with the setups, I feel like I'm doing more harm than good. 
You could try to do some custom runs, where you drive way faster than you feel safe, just to see what you could get away with in certain corners (it will probably involve a lot of crashes)

I probably made it sound like I monkey with setups more than I do... I typically only change gear ratios and ride height on most stages.  Differential and anti-roll changes are for RWD cars exclusively.  I also play with a controller on XB1, if that matters at all.

The game will reward you for effort. Concentrate on your lines, tinker with the setup, and above all, put the hours in! :) 
Try 80 sens and 20 lin on your pad, see if that helps. 

I've played a disgusting amount of hours, and even though I will win 90% of the time against the hardest AI, I'll still lose every now and then, and it's mainly down to either my setup, my lines through the stage, or both!

So if you have the sensitivity at around 80-85, it'll prevent your counter-steer movements from being too sharp, and you'll be able to better maintain the stability of your car. 

If you increase the linearity to, for example, 20, it will mean that as the car gets faster, your inputs will be less sensitive. This is pretty handy for when you're blasting down a narrow road, and you're not wanting the car to be too twitchy! When you slow down, the inputs will gradually return to normal. 

Also to note, so long as your analogue stick isn't wonky, it might be worth keeping deadzone at 0%.

Looks like I owe you a beer!  I didn't have a ton of time to play around with the new controller settings, but I can tell they made an immediate difference in times in the one full run I was able to make.  THIS is how the game should have controlled from the jump - no more oversteer correction oscillation yo-yoing, I can gun the throttle on straights without worrying about upsetting the chassis, and it's much easier to carry speed through corners.  Full report to follow, but this made an enormous different - cheers.
