I am currently driving the Bwm at historic super series on tough, sim handling, no assists or hud, and lets say iv now racked up 5 or more WR times and the AI beats me by 20 seconds sometimes. Def. Think BWM has something to do with it. I plan to run the Ascona to test my theory.

Have found other inconsistent events as well with group A mostly. I should not be winning by minutes overall then being slaughtered after doing almost flawless runs.
I just did that championship with the same car on Brutal and got completely destroyed, right after winning almost every stage in an R5 championship and breezing through a historic championship in the Mini on the same difficulty. Hopefully the difficulty will be re-balanced soon, I think consistency makes a bigger difference than outright difficulty. Someone who does fine with one car class, but is way far behind in another because the difficulty isn't balanced right, might be more likely to dismiss the harder class whenever the opportunity comes up to drive it again

I totally agree with your statment about about balance because i know for a fact this issue does not have to do with me not being fast enough the AI is just wonky with certain events. If i am seeing the AI womp people on the leaderboard that i know are far faster than i am well thats a big OLD red flag. I had a few Extreme cases in the historic super series where i would run a flat out amazing time which normally would have been 30+ seconds ahead of this AI, but i get beat by 1 minute.  AI = Hackers, LOL. It is pretty funny ending a stage and looking at the Online leaderboard to see you set a WR time and then to see you get dead last against the AI. BTW that exact thing happend pretty much all 8 stages of wales. I think the best i did against this Crazy AI on drugs was 5th once in the swedish stage.

Ok not just me then. I am going to avoid that BMW like the plague at least in my career.  Yea consistency is key here. I like many others want a challenge but i dont want unbeatable challenge. At the current state of the game tough has been to easy the whole time other than 2 events/cars.  Ill be trying brutal myself today finally in historic rally. I want close racing not hand me wins or just crap on me racing.

Do you need to finish the career mode before you unlock the hardest difficulty?
No, just 100% one of the four disciplines.

Hey for everybody saying that it's too easy there is another game to play, go back to dirt rally so you can beat your head into the ground because of the difficulty level! If that's too easy for you I suggest becoming  A professional racer!

So the people here finding it too easy are playing on sim mode with no assists against fearless level ai?

Because i played drally for 1000 hours and thrashed masters championships for months, winning most stages, and d4 on fearless is no slouch

Haven't gotten to fearless yet, but the AI on tough at least in RX are pretty easy. Slid off the track in Lydden and got a 10 sec. penalty in the final, but still managed to win

They're not easy, they're inconsistent. It's a major difference.
In rally Gr. A they can beat @Porkhammer , yet in R5 the same SS they're slow. Really slow. On the default highest difficulty level without Brutal yet.

There's a massive jump from Tough to Brutal imo.

I was winning the majority of stages on Tough just by coasting through them, being overly cautious for clean runs.
Brutal AI lives up to it's name. I'm doing the Triple Crown in R5 atm, and any of the stages that I've won, or come close I've had to set top 10 (global leaderboard times. (Tbf there's not that many that have done R5 - Triple Crown yet, but still). I'm spending every second of shakedowns to tune, just to compete, and I have to push as hard as I can. Most of the time though I'm getting no where near  :p
I'm into the 3rd event, and I can count on 1 hand the amount of  leaderboard times that would have finished stages 1st against the AI times I'm up against, and only by a few seconds from what I've seen.

I'd defo like to see the other difficulties take a few steps closer to Brutal.

Yup, same here. Although there are a couple classes like group a and some of the historic classes that beat wr times more often than not. I want to have a chance whereas that is getting to a point where it's pretty much not possible to win. All of the modern cars the fearless ai is great and gives a real challenge.

Not unlocked brutal yet, but I'm on the highest level I'm allowed and the game feels like an unrewarding grind at the moment and I've only played a few hours. I'm winning career mode stages by 20-30 seconds even after I spin or make a mistake. I'm plugging away without any real enthusiasm because I want to see what the highest level is like.

The non-career mode is a bit better for some reason and the tough AI setting offers a challenge there.

Make sure to beat the Landrush championship as fast as possible, it'll unlock Brutal and the AI actually punishes mistakes at least.

As unmotivated as I am by the rally section at the moment, I can't even fathom bothering with landrush. If RX is significantly quicker then maybe but otherwise finishing rally seems preferable.

Try to win with Delta Integrale gr. A. Good luck.

Which group of Rally Events are you at? They're becoming more challenging from 2nd-3rd.

Just about to unlock the final one. I agree that the classes make a huge difference; I'm finding R5 and R2 very easy, 2000s slightly more difficult (and F2s, but I know that's because I suck at driving them!).

I've 100% completed the Landrush section in career, specifically to try and get the harder AI difficulty. But 'tough' is still the hardest one available for me.
Does anyone know EXACTLY when/how you unlock the hardest one?

Can you change the whole preset to Fearless? If yes then it's that. You can't switch only the difficulty to Brutal, you have to switch preset.

I did not know that was a thing, I can indeed change to the fearless preset.
So, you can only race on the hardest difficulty, if you use no assists? While it doesn't really affect me (only things like auto-wipers), that is a really stupid system imo. Especially with such unchangeable options like only Manual Sequential transmission, which you can't even change to H-Pattern.
Anyway, Thanks.

You're not the first to say that :)
I'd personally like Seq/H-pattern to be moved to settings, leave automatic/manual in assists.
