Your Stage Competitive Algorithm

I just finished a rather fun session of generating and testing tracks in Freeplay mode and I realized that there seems to be greater variance in the stages when I was playing with the sliders myself than the stages that are used for Competitive mode. Is the algorithm for stage creation for Competitive mode biased toward high complexity? The middle and low complexity tracks felt much more unique and new to me, so I'm assuming the Competitive stages tend to be high complexity? If this is the case I feel that should be changed.
