PC Screen Tearing or Stuttering

  I think i'm not the only one who is having issues to play. The  screen tearing is making my experience very bad at the moment. 
  Win 10
  R7 360
  8 GB
  FX6300

Yeah and the issue continues...i've tried low settings too and no fix...people are saying that may be win10 creators update 
You should get no tearing with V-Sync ON Try setting the refresh to 60 (the 2nd 59Hz, in the hardware_settings_config.xml it is 60000 as opposed to 59974) or whatever it is in US.

What resolution, aspect ratio etc. are you playing at and are you playing FS or windowed? Others may be able to reproduce or solve.

I'm playing 1440x900 with aspect ratio "auto" but already tried the other options ... Full Screen and tried windowed full screen but no success...and tried 60hz at the game settings but not at xml.

 I saw another post here that other people  are having the same problem with different specs. It's

Seems that changing the hz dont fix. But i'll try in xml later

Make sure your nvidia control panel isn't set to Always Disabled under the 3D settings for Vsync

It's already 60 in "refresh numerator"...what else should i look? There is no "60000" or "59974" in the xml
