Blue flags and corner cutting

I've submitted this in tech section for my first race. However it's the same in race two in China. Zero blue flags and you can cut corners as no penalty gets given! 

Also ive not had any pick up on the tyres running wide. 

This is in Xbox One 100% career mode

Everything you mentioned works fine for me. I raced yesterday in China (50%) and there were blue flags & warning/penalties. Cant tell you about pick up. Did not go off that in gravel/etc.

Where can you cut corners in China so that you get an advantage? Penultimate corner?

Did you have corner cutting on strict? Regular corner cutting is a joke: you can cut half of the track.

Did you do a mid sessions save? I had the same issue but only after doing a mid session save

Corner cutting on strict and it was the final corner I cut. I also ran wide out the final corner full pelt to test it and no warning. Blues did show eventually but I didn't have anything in China. I'm pretty sure I have it on strict as it's good. 
This wasn't a mid session save I started straight from lights out.

Ok so I had blue flags from the off but after a mid session save blue flags disappear.
