Safety car issue - Drive through penalty despite being no where near the safety car

Just had an annoying experience with the safety car during a race at China. I was about mid corner on turn 1 when I got a warning that I was falling too far back from the safety car queue and had the 20 seconds to get close enough. 

I then tried to speed up to catch it but I couldnt see it on my map (only had the mini-map not full circuit map on at the time). After the time ran out and I got the penalty I used a flashback to work out how far I was from the safety car queue. Turns out it was miles away.

I can only think that the end of the safety car queue was close'ish to where I was on turn 1 to make it switch from delta times to maintain distance but I don't feel it should of happened as it would of probably taken me over half a lap to catch up with the queue.

I've just had a SC issue (PS4, v1.7) 100% race in Brazil. I think I can explain what is wrong.

It was about 20 laps into a wet race, everyone on inters. SC comes out. I was running 2nd to Hamilton who was about 7 seconds up the road and I had about 3 seconds on Ricciardo behind me. I'm on the back straight going full lick and so instantly I get the red delta warning that I need to slow my speed, so, fair enough, I do so instantly, I brake, get back into the green delta as quickly as possible and complete the lap never going into the red again, with about 0.3 seconds to spare. I've not caught Hamilton and I've not gapped Ricciardo. Then as I cross the line, I get a warning that I am dropping too far back (even though I have only lost a possible 0.3 sec because any faster and I would have been in the red delta) so I lap at racing speed to try to catch Hamilton and the SC.

Basically, I run out of time, it gives 25 seconds or something to catch Hamilton and the SC which I don't achieve so I am given a drive through penalty. Interestingly Ricciardo doesn't get one and he has dropped back from me. Anyway, I know the rules are that I can't serve this penalty under SC conditions so I keep going, catch Hamilton and the SC and stay in the train until the SC comes in. Then, as we are racing again I decide not to pit straight away as Hamilton and me are leaving the field for dust. After the max 3 laps (when it says you MUST pit this lap) I pit for the stop go and rejoin the race in a not disastrous 8th place and I think I can rescue something from this situation. One of the reasons for this is a number of other cars were also given drive through penalties... but not Ricciardo.

BUT THEN... as I cross the line to complete another lap it says I have another pitlane penalty to serve, and frankly I cannot fathom what for. I did not break the delta time rules when the SC was deployed and the only incorrectly penalised offence was that I didn't catch the SC in time (which was impossible) - but I only failed to achieve that once, so the 2 drive through penalties are unexplained. So I pit again and guess what, after I complete another lap I am given ANOTHER pitlane penalty. At this point I give up and don't bother braking at the first corner, electing to smash my car into the wall at the first available opportunity in order to retire from this farcical race...

I think the main problem here is the timing of the SC and the second problem is definately the speed of the SC. It came out when I was on the start of the back straight, 7 seconds behind the leader Hamilton who was approaching T4. So that means the SC was 3/4 of a lap ahead of Hamilton. So after Hamilton completes the first lap under delta-time conditions, which is not dissimilar to the SC pace, Hamilton has barely caught the SC and so when he crossed the line and is supposed to catch the SC, he's going to take more than a lap at racing speed. And we know Hamilton was already going about 0.5 sec a lap faster than me before the SC came out, so of course I am not able to catch Hamilton, until his pace has reduced because he has caught the SC, which as I say isn't going to happen for a lap or more due to the distance and the pace of the SC.

A lot of this would therefore be solved if the SC did what it does IRL which is that if it is deployed with the leader half way around the lap, it finds a safe place to wait, often at pit exit, and waits for the leader to catch it before moving off. This means the leader catches the SC within that first "delta-lap" which therefore makes it much more possible for the remaining cars to join the queue pretty soon afterwards as the distance to catch is much shorter. 

So, I don't think its a glitch, to my mind it's a badly written sequence. If they fixed that, then the "glitch" of the multiple drive-thru penalties would be solved as basically, they would never have happened.

I'm not going to be too hard on Codies for this. Its the first issue I've faced in a season and I had choices, I could have restarted the race or retired from it as I did. But it would be good to fix this so the SC isn't impossible to catch in time - all they need it to do is wait to pick up the leader asap.
