[Bug - PC / 1.9 / Career Mode] Safety Car "Pass [driver]" / Illegal Overtake

50% race, Australia GP, safety car on lap 21.

Down in 18th, I accidentally run off track under safety car conditions and I'm overtaken by Verstappen & Ricciardo, who lap me as a result. I'm told I can take the places back, and do so with no trouble.

But then I'm told I can take back the 3 non-lapped cars in front of me as well (who incidentally are behaving very oddly jostling each other three abreast) - they didn't overtake me while I'd spun off. I try this anyway and end up 15th.

Then, I'm told I can pass Bottas, who had lapped me before the safety car. I go to overtake him and I'm told it's illegal and to hand the place back. I do this, and I'm told I can pass him again, then told it's illegal once more.

I hold off from trying again until the next lap, which results in no illegal overtake warning. I then end up behind Hulkenberg 1 place ahead of me, but there's no "Stay behind HULKENBERG" message, instead it's "Catch Safety Car Queue".

[Not part of the issue but this story ends with Hulkenberg stopping suddenly in front of me when it's announced that the safety car's due to come in, causing me to run into the back of him, lose my front wing and get a 5 second penalty for a "severe collision". Don't know if you could tone those "Safety Car coming in" sudden stops down a bit too...]

[Also as an aside, there were 20 "falling too far back" penalties, with several drivers getting multiple instances of it. Wehrlein got it 3 times and was disqualified. I also saw a Twitch stream earlier where someone had the exact same thing - tons of "falling too far back" penatlies and drivers disqualified because of it.]

Just played for the first time since getting the 1.9 patch (PS4).  8 cars--EIGHT--received too many "falling too far back" penalties and were disqualified.  Safety car came out once for three laps.

same problem here...

safety car came out in monza, many cars came into box for changing tyres so as me...
when i was getting back on track, i got the warning for "falling too far back" but i was right behind the next car... i tried to overtake the car and first of all, AI acted like i wasn't even existing and lightly crashed several times into my car by warming up tyres. 
as i succesfully overtook the car of course the warning for "falling too far back" was exchanged for "illegal overtake"
so, i gave back position and then again "falling too far back"
but then, I accidently let the car behind overtake myself and suddenly there was no warning anymore...


also there actually were like 15 or 20 drive through penalties for the AI for "Falling too far back" and 3 disqualifications for to many "drive through penalties" and several "stop and go penalties for "causing a huge collision"

There are two different issues here.

First overtaking cars that have lapped you was not supposed to be part of the Safety Car design. Unfortunately some changes were made that allowed this to happen, they have been taken out again in patch 1.10.

The falling too far back issue is also fixed in 1.10. See http://forums.codemasters.com/discussion/59181/safety-car-falling-too-far-back-penalties.
