Questions about the Safety Car in F1 2014

Can the safety car deploy on lap 1?
Can the safety car deploy on the final laps?
Does the safety car deploy from ANY cars that are crash (lose a wheel) or retire?
Can it be deployed on any track multiple times a race (like 3 or more)?

On the trial builds from watching the gameplay it doesn't seem to come out that often, much like before, but maybe in the final game it has been addressed.

Maybe... just no. They are all called 'Community Manager' here, but nobody fits that job. They rarely reply, and only when they can say 'yes, that is featured'. Which hardly occurs, because it doesn't feature anything new.
