AI competitors are slower when I am on the track than when I am in the garage

Hello,
I think I know the answer, but I thought I'd ask if anyone had advice.
I am playing F1 2017 on PC, and I find that AI racers are slower when I am actually on the track - both in qualification and the race. When I am in the garage, their lap times are much faster. During qualification I can perform much better if I stay out on track for as much of the session as possible, and in the race my results are much more competitive.
Could it be that my PC spec is somehow slowing the race pace down? So when I am on track, the entire game, including competitors runs at "my pace", but when I am in the garage the AI runs at simulated pace, which turns out quicker?
Has anyone else encountered this, and is there a means of counteracting or resolving it?

Generated times yes its the same for PS4 I do the same, but it also changes the grid. If I skip qualifying the grid is quite realistic but if I participate Haas and Toro Rosso are consistently out qualifying even the Force India at least with one car and Red Bull can be anywhere with often a Merc or Ferrari falling out in Q2 because of poor tyre choice. Its an oddity.
