F1 2017 Co-Op Championship Upgrades?!

I started an online championship with one of my friends in December and we both realized some bizarre things happen to the performance of the cars as we moved through the season. I was Massa's teammate and he was Hamilton's teammate because he cannot race on 110 AI without a Ferrari or Mercedes. If it makes any difference to the performance of the AI or cars we were both using no assists and I disabled assists in the settings of the game(we were using 2017 car performance, not equal). Anyway, when we started off the championship Mercedes were clearly the fastest car but then started becoming 2nd best because the Ferrari randomly became about 5tenths faster consistently and then Force India all of a sudden became faster than Red Bull and the Williams appeared to go down from 5th to 7th for no apparent reason even though my car was not feeling any different to what it was before. Furthermore, McLaren started to become on par with Williams and Haas whilst Haas were also speeding up.

How can somebody explain this? I was doing well in the Williams and Massa was getting top 10 finishes whilst fighting Force Indias at the start of the championship and by Silverstone which is a pretty good track for Williams his car is barely faster than a Sauber and he can't even beat the McLaren cars or Toro Rosso which he was faster than at the start. 

I began this championship with my friend in January so there were no patches applied to the game and somehow the pecking order completely changed by the midpoint of my championship for no apparent reason.

What qualifying and race lengths are you guys doing? Have you double checked it’s still on 2017 performance?

Yes I have checked that it is on 2017 Performance still and we are doing 50% races with Short Qualifying. I seriously don't understand how this pecking order changed so much I believe the season started something like this:

1. Mercedes
2. Ferrari
3. Red Bull
4. Force India
5. Williams
6. Renault
7. Toro Rosso
8. Haas
9. McLaren
10. Sauber

But it feels like this:

1. Ferrari
2. Mercedes
3. Force India
4. Red Bull
5. Renault
6. Haas
7. Toro Rosso
8. McLaren
9. Williams
10. Sauber

Also, what difference does equal cars make to the AI? Don't they still act like they are in 2017 Performance?
