ERS not available during Fuel Program.

Hi there, is it normal that during Fuel Program I can't change ERS and it is steady on value 2 ?? It seems to be strange because I am not able to reduce
fuel consumption using ERS and my fuel test always Fail. 
I am on PC. Thanks for answer.

Fail due to lack of pace so lap too slow? Or not managing to save enough fuel ? 

Fuel program is locked for adjustment any time I have run it. I assume thats intentional. Usually very early shifts, lift at 150m boards where possible, brake just after 100 boards will let you save fuel. If its because of the laptimes, lowering difficulty probably easiest once they bring back changing AI level between sessions.

I've assumed it's locked in so you can't run ERS in hotlap mode to manipulate your laptime

Thanks for your answers. I am  not able to save fuel and my laps are too slow. Probably I have to Learn how to slep and stream.

Trying changing up the gears earlier. So as the note begins to rise and definitely before the rev lights leave the red zone. I've found it far more effective for saving fuel.

If the AI is quite challenging, the laptime should be quite challenging as well, so you really need to do the right techniques. Early shifting (~ 4 rev lights earlier, slightly depending on the car) is one technique.
Then there's coasting: meaning you lift (stop accelerating) like 50 meters earlier then normal and brake 10 meters later than normal (because you arrive at lower speed).
Third technique that I think helps ever so slightly: 90% throttle in parts of fast corners, example Bahrain turn 12, China turn 7, Spain turns 3 and 4. Typical corners you try to take full throttle in quali, but you won't lose much if you don't during the race (and save tyres too that way).

Most important is proper steering: stay on the racing line so you keep the momentum of the car going.
