Maybe they think it is pointless to re-release DR stages and a LOT of casual players dont even remember DR stages, some people including me would like to drive in that mythical stages with new physics and cars, we are suggesting them that we will be delighted with them, and the ones who dont want them, dont play with them

I think bringing back DR1 stages depends on how much work it takes. I think if CM will bring back f.e. the Monte stages, they will also want to upgrade it to the latest standards (graphics, physics, moddeling, road deformation, etc) and maybe also change the environment a bit (so they not get WRC licensing issues) and possible make the stages a bit longer, so that in the end the stages from DR1 not feel like stages of DR1, but feel like stages from DR2 due to the small changes and upgrades. A bit like F1 2015 vs F1 2018.

The only worrying with 6 rally locations imo is a good rally career mod.
From what I remember DLC never really was integrated well or not at all into the career mod.
RX has 8 locations and looks more easier  and solid to make a career mod with a clear class structure.

I think it would depend on how the career is structured. I bet it’s easier to integrate DLC in a DiRT Rally style career mode.

Hopefully - DLC integration with the base career game is key - Project CARS did a poor job with this IMO, by not allowing DLC tracks/cars to be used, alongside base game content.
