Grid penalties not working!

The grid penalties for changing engine components doesn't work, I did a full qualifying session on Career mode in which I got eliminated in Q1 finishing 19th, after that I thought I might aswell take a new component for all engine parts (selected the plus icon, didnt select any of my allocated parts). I then go to the race and watch the grid being read out by crofty and discover I'm still 19th and 20th place was still the same driver as after qualifying with no penalty applied to them. Using PS4.
