Check your NAT settings. It's no use posting the same problem you already created a topic on in the link I provided in your original post. Your NAT settings should be "Open". You can find these setting in your Network Menu. Maybe something has changed in your private internet settings. Doing a clean reboot of your PS4 might work or rebooting your Internet modem.
1008:H error code seems to become a really heavily report topic again.
Apart from our currently offered solutions on this page, I will report back the amount of times this has happened to the developers to see if there is any new recommendations.

Ok, I found a solution for Windows 7. The problem is, that Windows 7 uses as standard secure protocol TLS 1.0 or SSL 2.0. I think, something was changed at the servers, that they don't accept these secure protocols anymore.
There is a fix from Microsoft to set the default secure protocol:
In section "Easy fix" there is a file to download, which inserts two registry entries. After restart my F1 game used the new secure protocol and all works now.
Can you try this and let me know how you get on? Also, remember to restart your computer after the update (Thanks @Andrea1256 - check their post below for further recommendations)

For me finally it worked, I forgot to download the windows update before running the file. Just a few observations:
1)the link you provided to download Windows KB3140245 doesn't work, I downloaded it using Windows Update
2)Remember to tell users to restart the pc after downloading the security patch
3)In orded for the game to work on my PC I had to manually create two subkeys, create two "DisabledByDefault" entries and set them to 0 as shown here:
