Incorrect amount of laps in Russian F2 sprint race

During our 50% F2 sprint race in Russia, we drove 11 laps. I always have to create a race thread including the amount of laps at the beginning of the week. For that I rewatch the highlights of the real life F2 races. For all other tracks and races I could look at the amount of laps in real life, divide it by 2 and I would get the correct amount. But not this time. The real life F2 sprint race had 15 Laps, which means the sprint race in the game should be 8 laps. But it's 11 laps instead. 

Is this a mistake in the game, or am I overlooking something?

its because of the regulations:

F2 Main Race: over 170km or 60 min (except Monaco 140 km and Budapest 160km)

Sprint Race: over 120 km or 45 min

 

I didnt see the Sochi F2 sprint race in real life but the result is a lil bit weird to me:

15 laps x 5,853 km = 87,795 km absolute

and the racing time was 1 hour and 18 min...???

Edit: there was a red flag during this race...thats why!

Makes sense to me: 50% = 11 laps 100% = 22 laps x 5,853 km = 128,766 km absolute (maybe it is 21 laps for 100% race then its 122,913 absolute and 50% of 21 is 10,5 laps thats why its 11 in game)
