Thrustmaster T100 - force feedback but no vibration

So before the T100 i had a cheaper Logitech Driving Force EX and was good until it broke. I got a Thrustmaster T100, i can feel the wheel weight, bumps on road but i can not feel any vibrations. I can't feel upshift-downshift gears the way i used to on my older Logitech.

I am on win10LTSB and i tried 3-4 drivers(i think the 2018/2016/2015/2009) version but so far all of them work the same. I looked into both - driver settings and IN GAME SETTINGS and nothing change. 

However when i crank up the effects to maximum and i hold the wheel really tight, then i can feel some vibrations going thru but they are overwhelmed by the other effects(like ontrack/offtrack bumps) and makes it totally un-playable.

I mention that when i go to the T100 control panel and test the effects they all work.

So here i am asking for your experiences and hope i have a small chance to fix this cause atm i am loosssing quite a few seconds and it makes me inconsistent to a degree that is not fun to play.
