Voice Control Unavailable (PC)

I'm having this same problem. Here's the bug report template.

A detailed description of the issue. Please include any error codes here.
Whenever I start F1 2020, I receive a message at the bottom left that says "voice commands unavailable", and they are, in fact, unavailable.

I've had this working before, on the same platform, but had to reinstall Windows. I've tested the mic itself, and it is working. Works in apps like Discord, and in Windows settings. (I don't play this game multiplayer, so no tests there)

Steam version, Windows 10 Pro 21H2 (Build 19044.1706)

What version of the game you are using (Shown on the start screen in the bottom left corner of the screen)
1.18

Game-mode?
Single player career mode.

We need to be able to make your problem happen internally so we can fix the issue. Can you make the problem happen again?
Yes. At this point, it happens every time I start the game.

How do you make the problem happen?
1. Close any apps that are using my mic
2. unmute, or connect my mic.
3. connect my gamepad
4. Open Steam
5. Start the game
6. See "Voice commands unavailable" in-game

What troubleshooting have you attempted? Please always try to attempt to fix the issue
These are in no particular order, and any installs were followed by reboots, unless stated otherwise.
1. Uninstalled, and reinstalled all voice related items, for my locale, located in the game's install folder (installers sub-folder)
2. changed privacy in settings to allow XBox, XBox Gamebar, XBox Console Companion, and Desktop apps to access my mic.
3. Removed the same privacy settings for Cortana.
4. In "Windows permissions" > Speech, I left online speech recognition disabled. (Adding this, as I don't know if it makes a difference)
5. Uninstalled MSSpeech_SR_en-IS_TELE.msi, and installed MSSpeech_SR_en-US_TELE.msi (Downloaded from Microsoft), to match my locale.
6. Downloaded, and installed KinectRuntime v1.8, and 2.0
7. Disabled all other audio inputs, except the mic I want to use.
8. Installed the XBox app from the Microsoft Store, then opened it. (No reboot)
9. Opened the XBox Game Bar
10. Verified game files

What peripherals are you are using (gamepad, wheel make & model etc)
1. PS4 controller emulated as an XBox 360 controller, or
2. XBox One controller (happens with both)
3. Logitech USB headset
4. USB Keyboard, and mouse (Not actually used, once game is launched)

Any screenshots or video of the issue? If the video is long, please include a timestamp for when the issue appears.
Screenshot was taken today, after all listed troubleshooting steps were taken.

I have the game on steam, so I right clicked on the game, pressed properties, and then went to the local files tab and pressed browse local files. Then I just clicked the installers file and ran each of the files in there.
