PC: My Team facility no spec1 parts despite having spec1 facility.

1.       A detailed description of the issue. Please include any error codes here. 

 I upgraded my aerodynamics facility with a tier 1 upgrade (quality control) and the upgrade completed, however, I did not get the spec 1 upgrade options that you receive for making a spec 1 facility.

3.       What version of the game you are using (Shown on the start screen in the bottom left corner of the screen)

4.       Game-mode?

My Team 
5.       What are your replication numbers? Minimum test attempts are 4. Please also add EXACT replication steps for us to try too. 

- Go to any facility upgrade panel

-choose an upgrade for the facility

-let upgrade build

-tier 1 components don't unlock as they should.
6.       What troubleshooting have you attempted? Please always try to attempt to fix the issue 
         Not sure how to fix as buying spec 1 upgrades doesn't unlock the items earned for development.
8.       Any screenshots or video of the issue? If the video is long, please include a timestamp for when the issue appears.

I've had this same issue. I've found it several times in the forum with no response. Please can this be looked into?

I have noticed this too, except with the chassie department. Just as the OP describes
