no connection to the internet results in low fps

If I start f1 in steam offline mode and my pc has no connection to the internet the frames per second never get above 8 to 12 frames. Normally they are up to 90 frames per second.

2.       What version of the game you are using (Shown on the start screen in the bottom left corner of the screen)
v.1.05
steam (pc)
direct x 12

3. Game-mode?
happens in the menu and ingame while playing - everywhere

4.       Are you able to recreate the issue? If so, please include recreation steps on how you encountered this issue.
step 1: disable the internet connection from pc - no connection to the internet or any hotspot etc.
step 2: start steam in offline mode
step 3: start f12020 in steam offline mode

5.       How often do you see this problem? Is it the only time or does it always happen?
Happens always when the computer is not connected to the internet and steam is in offline mode

6.       Have you tried any troubleshooting? We recommend the steps here as a starting point for any issues. Please let us know what troubleshooting methods you have tried while creating this post.
checked if graphic drivers are up to date, restarted computer, controlled steam files 

7.       Any accessories you are using (gamepad, wheel etc)
using xbox controller
