5 second penalty behind safety car f1 2020

forgive me if i have this incorrect, but i think i may be right, hence why this is written here, but has anyone else suffered a blow in the back for no reason by another car, whilst behind the safety car, and copped a 5 second penalty for it???? i would understand if i am brake testing or if i am stand still, but if i am not doing anything wrong, if i am still mobile, and if i am not driving dangerously, should i still cop the penalty? is it my stupid fault that the guy, who should be behind me is doing twice my speed whilst behind the safety car and then bang, up my rear he goes and a 5 second penalty to the guy who did nothing wrong???? i mean honestly......
