I let you know I set my PS4 in English to set the game in English too (only possibly) and this did not solve the problem BUT... Before I was not able to get any safety car in 30 races although there were a lot of mechanical failures and cars stopped at dangerous spots and now the game is in English, after 27 laps in Brazil, the SC came out for a mechanical failure for the first time!!!
