This occurs in singleplayer and multiplayer. At the start of the race everyone else sends off and you are stuck at your grid place with engine revving neutral gear. I'm not sure if you use a wheel or a controller. It could just be that you haven't designated a button for the clutch. When using manual gears and at the start of a race, you have to engage the clutch and hold it while finding the optimal revs. If you are just revving without the clutch engaged then the problem that you described will happen every time. I have a wheel so my right paddle is my clutch. I hold it and upon the 5 lights going out I release and launch. It could be as simple a fix as that. I'm using a wheel, and the upshift paddle is assigned to clutch. Hold down the clutch like normal and it stayed in neutral. I just went into the button assignments menu, reassigned the upshift paddle to the clutch (even though it was already assigned) and it fixed the problem. Check your race start assist too, but I think it might be a bug when your clutch is assigned to more than 1 button. I know it's not the best fix for online, but reassigning then restarting seems to work in single player. It should be noted that I only had this issue when I played PC2 then came back to f1 2020.
