An important point of consideration is the chosen tyre pressures. If you're on minimum pressures, it's very hard to get the dry tires up to temperature if the track is damp/wet. Softs are the easiest to get up to temperature. If the chosen tyre pressures have accounted for a damp track, then sometimes mediums can be a better option - depending on how long you expect to have to drive on them. The car slides around a lot on a damp track with dry tires, so wear might become an issue very quickly on some tracks if running softs.
