Game is a blury mess on ( PC

I was/am experiencing the same thing.  This helped out some but now its a bit jaggy and not completely fixed:
Motionblur to false in config
Turn on Vsync
Particals set to ultra
only use MSAA turn off TXAA

My friends with higher end cards aren't getting the blur.  I have an nvidea 750ti and it was so bad that it was making me sick.

Now its pretty playable.  I will have to check those control panel settings as well.

I have a Titan X and get the blurry mess... go figure! It's probably down to resolution that triggers it, amongst other things in the mix.

Ah man thats sad to hear.  I don't get how this never happened in a previous game...  Does your resolution save?  I have two monitors, and when I alt +enter out or alt + tab it changes my resolution.... so annoying,

yeah, mine saves no bother since the patch... or rather did, before the refund lol

First of all!
We should not solve or try solve a problem CM have made! They should read what community say and respond properly as fast as possible with a patch.
Obviously, they have done a premature release of this game long before it should be released.
I can agree with ppl having problems with blur and shaking on PC. I can't focus on track for a longer period then some laps, then it is impacting my vision so it is impossible to drive further.
I use 2560x1440 on a 980 GTX, Philips 4K monitor. No problem in Pcars of course!

The blur we're seeing seems to be a shader optimization that is countered by TAA being enabled. If you turn everything OFF, you can see that it's almost as if any polygon rendered at distance is lower resolution relative to the configured resolution you set it to. This is likely the real problem. The flickering this induces is massive, hence the need for Temporal Anti-Aliasing (TAA) to remove the flicker. The result is a blur. But my point is that could be the actual rendering resolution that's the problem- not the post processing effects.

I have set in my NVidia control panel DSR Factors 4.00X (native resolution) and Smoothness 100% also changed Vertical sync to adaptive witch uses the g-sync and reduces stutters and prevents image tearing keeps the fps balanced btw the card and monitor.
