[Dirt Rally] Incorrect Refresh Rate

System Spec:
I am using a Asus ROG GL551JW-DS71. laptop.
Nvidia GeForce GTX 960M
Intel Core i7-4720HQ 2.6 GHz, 16GB Ram

I have a second, larger external monitor I am connecting to with an HDMI to play games with. I am able to play other games fine on it. With Dirt Rally the menus seem to be vibrating rapidly which I believe is a refresh rate issue. The monitor has 1920x1080 native resolution and is set to 60Hz. The in-game refresh rate options are only 59Hz or 50Hz. I tried manually changing the hardware_settings_config to 60Hz but it didn't stick.

When I window the game everything is normal so I'm not exactly sure what the issue is...

Any help would be greatly appreciated!

Same for me on Asus 970. At first assumed it was due to my manually changing settings for FXAA and vsync in Nvidia Control Panel.

Still problems with refresh rate, and my 1440 DSR settings do not save. Changing them in game causes resolution to become blurrier or lower somehow.
