I seem to remember this issue popped up during the beta. There is a workaround and I will see if I can find it. I was correct. Issue looked at by devs. Possible workaround: I've found out that if you set the degrees of rotation to "AUTO" from the wheel base it acts ALMOST RIGHT (rotation seems good, but the wheel doesn't stop when fully turned).
