Right click on DiRT Rally > Properties > Updates > Untick the Steam cloud check box at the bottom then exit Steam.

Locate your Steam folder and select userdata > your steamID folder > 31560 > remote

Backup any files in this folder then remove them so its empty

Try launching the game now and see after your new profile is created the savegame is present in the remote folder.

When you go into Profile > Driver Details > and select Save Profile their should be an orange spinner appear and the Date Modified value for the two savegame files should also update.

Please locate your Steam folder and select userdata > your steamID folder > 31560 > then right click on remote > Properties and in the General tab set them as NOT read - only

then try saving the game again

If that doesn't work try:

1. Uninstall Game Through Steam
2. CLOSE STEAM
3. goto C:\Users\username\Documents\My Games\ and delete the DiRT Rally folder
4. goto C:\ProgramData\Codemasters\ Delete the DiRT Rally Folder
5. Goto folder that DiRT Rally was installed to and delete any remaining files
6. DELETE SAVE FOLDER
7. Open Steam and Reinstall game.

Did you combined all of these steps?
I've had this problem once and I've done all steps one by one.
So basically to this:
1. Check your game cache integrity
2. In the meantime go to your user app data and remove everything related to Dirt Rally (BACK IT UP) inside folder named "31560".
3. Select that folder, change it's owner to your user, change all priviliges so you can execute, read and write.
4. Unselect read only for that directory.
5. Select drt.exe, properties - always run as administrator.
6. When the game cache integrity check is successed try to run the game.
