Starting DiRT Rally, 'Monitor Out of Range'

Hi there, I am trying to run DiRT Rally from Steam.  When I start it the splash screen comes up and then my monitor turns off and states 'Monitor out of Range'.
So after researching, I made sure that my refresh rate was at 60hz, which is my monitor's native refresh rate. 
I then changed the hardwareconfig xml refresh rate to 60hz, but no joy.  I also tried it at 59 hz.  
My monitor's native resolution is 1366 x 768 and I have edited hardwareconfig to this and no joy.
I have tried running the game at a lower resolution and windowed (again, via changing hardwareconfig xml directly in notepad) and no joy.
I have tried launching the game with +safemode in launch options in steam and no joy.  
I have tried running the game with Windows in safemode, and when I do that I instead get an error saying 'update your drivers or get Direct X 11' 
yet I have done both of those and it still doesn't work.  

Details about my computer:
Windows 7 Professional, Graphics card:  GTX 570.  Monitor is a crappy old 1366 x 768 VGA only, and I am connecting it via a DVI -> VGA converter.

You are editing the file below and not the one in the game folder.??
"C:\Users\username\Documents\My Games\DiRT Rally\hardwaresettings\hardware_settings_config.xml"

Are your Sound card drivers up to date.??
Have you tried forcing dx10.?? andor, using a VGA cable.??

look for the line below under the "graphics card" section in the above file:
"<directx forcedx10="false" />"

Change it to true and see if it throws a different error.
